I know the Russos have always said TWS would be Part 1 of the Steve/Bucky story and Cap 3, Part 2. Of course, most of the rumors about Cap 3 make no mention of Bucky at all.

No, he didn't. I don't know how far his magic extends in the movies, but in the comics, he was able to heal himself through sorcery. In order for his plan to work (taking Odin's place as king), he had to make Thor and the Asgardians believe he was dead.
