His updated imdb has him credited both on his and Age of Ultron cast list . I belive it will be a cameo , like Falcon .

From what I recall Loki/Tom Hiddleston was always just a cameo.

Idris Elba spoiled a while ago that Loki and his character from Thor are in AOU. Which shocked me at the time, wasn't expecting any of them.
