I think he's also kind of beating himself up. So, he's probably thinking to himself, "How could this have happened during my command? Why didn't I notice something earlier?" LOL

Yeah, I love that he is kind of hurt next, when Mulan had no other choice than to hide him the truth to survive

But in the end he understands it and all is right
