Allowed? Yeah, they'd be clamoring for him now. A&E have said as much. He's risen in popularity with the movie, regardless of its content (and writing). The ABC site did something spotlighting his character when the movie first came out (the headline being "50 Shades of Graham," I believe).

But with the star power comes a tighter schedule. Jamie's got a TV show, and a couple other movies he's in, and the trilogy to finish (unfortunately), and the press, and being a dad ... yeah, he's a busy guy.

I think Jamie said Once is one of his favourite shows so hopefully he wants to come back

And yeah, Jamie is really busy, but he did make friends with several of the cast (like Jen, Josh and Ginny, who all attended his wedding in England), so that might increase the chance that he might take the time to make another appearance.
