^ The writers have never said Neal wasn't guilty of doing Emma wrong; all they've said is that he wasn't the one who called the cops, and what we see onscreen jives with that statement.

Then why was this the response to the statement? Him not directly making the call does not mean he didn't send her to jail.

You're objecting on a technicality. Adam and Eddy's statement that Neal didn't send Emma to jail is technically true because he didn't call the cops on her.... August did.

No, a technicality is which one of them actually talked to the police in the phone.
