I always had a inkling that Regina would be the first one to mention something with Emma/Hook happening, and she did with the boyfriend comment and now here with the pirate who pines for you, as Regina listed the ppl Emma has

Come on, if you repeat a line with such a "weight" in literature/cinema history, you do it on purpose!

So, personally, the lack of CS moments has been compensated by this line and some other little moments, shot choices and parallels.
