The Rogers is alternate!Hook thing wasn't "plan B" it was the only thing the writers were ever going to do with the character, since they told Colin about it very early on, even before they'd actually been told that they were in fact going to get to implement their plans for Season 7.

I firmly believe if Jen stayed they would of worked around what they would do with them as a couple even with cursed identities finding each other etc (kinda like S1 Snowing style) but since Jen decided to leave, I do believe they came up with this Wish Hook to preserve the real Killian Jones and Emma/Hook happy ending/beginning. It's the only thing that makes sense and understandable. That's my take on it.

Now I want to go back to enjoying Emma and Hook, and their journey I have witnessed since the beanstalk.

Adam and Eddy started talking to ABC about their Season 7 plans last December, and presumably told Colin about their plans for him playing alternate!Hook shortly thereafter; Jen didn't make a final decision about whether or not she was coming back until around March of this year.

Colin playing alternate!Hook/Rogers was always the plan... or at least part of it.
