I didn't understand how he made the leap to putting on the cuff so quickly. Felt like a part of their conversation was missing, perhaps?

This show can be very rushed, so stuff may have been cut - but who knows.

It did seem impulsive ... but he's been struggling with trying to be a hero after using the shears so I guess he just thought it would be a good idea
