Maybe Neal also didn't think he could have done much for Emma with the life he lead, so he had to go and better himself before he could find her again.

He certainly seemed to be doing better with a job and living in his own apartment. Not as great as Emma with her bailbonds job and her apartment in Boston. But hey, it's a start.

It's both a start and end. A start of his new adventurous journey, and end of his thug life in the real world.

Of course going to Storybrooke also meant facing his past. I think any chance he had of having a normal non magic life again has passed. So he really is taking the same journey that Emma took when she met Henry and found her family.
