No, it couldn't. If Emma were to be his first greeter, his return would be either expected or unexpected. It's different from Snowing's separation in S2a as Neal is assumedly dead to everyone.

Or Emma could find out he's alive but then be shocked when he shows up.

I think it depends on how long it takes for them to be reunited. If it happens in the first few episodes, she won't know he's alive, but if takes longer she might know.
