I'm not sure but there's always a way to do things. There are a lot of things we don't know. We don't know who told August who Neal really was or why it was so important for this person to separate Neal and Emma, except that it had something to do with her breaking the curse. So maybe this person, whoever he or she is, could have send Neal to SB if Emma didn't break the curse in time?

If they didn't want them together to break the curse to begin with, why would they want him there later on when she can't/hasn't broken it?

If Emma didn't break the curse in time, they might consider it wortn a try. After all it never really made sense that Emma couldn't break the curse with Neal by her side.
