Exactly. I still think there was more to it. August couldn't possibly know that Neal was really Baelfire. Someone must have told him and IMO that someone also wanted him to separate Emma and Neal. Since the storyline was dropped we'll never know what would've happened.

Instead the chose not to give us any answers about Neal. We didn't even get a backstory when they were in Neverland. |
