Maybe he was whispering a final "I love you" (what he thought might be a final one, at least), maybe? Or perhaps something in the vein of "at least we're together" if not a love declaration.

I've always loved that Charming leans on Snow just as much as she leans on him. They're such an equal partnership in so, so many ways.

Their complete equality in everything is my favorite thing about them. It's rare to see on TV. I love how they take turns supporting each other, saving each other, encouraging each other. It was beautiful to watch.

Yeah, it's sadly not as common as it should be. It also rather amuses me that an actual fairy tale couple is actually really progressive when it comes to gender equality.
