I just read this description here:

It says that same titles can be awarded to more people? I can be wrong but that's how I understood the bold phrase.

From what I've always understood is that more than 15 people have to have the same title (with no limitation of people).
But I sent a PM to a MM and asked for clarification.

Titles that are the same may be awarded to more people. - means that the same title can be awarded to more than 15. Currently, you have 11 sign ups on EC which is still eligible for individual titles (meaning you can each have a different title). If you get to 16 sign ups, then your title must all be the same and not different (for example all 16 sign ups should have the title Mother of Dragons). Just a reminder that for individual titles, there is a 25 characters limit (including spacing) and the title must be relevant to the fandom. If you have any more questions, please ask away.
