They look like wings - yes. I haven't been able to find a bigger picture.

ETA - I still think they're wings but seen like this they could be bunny ears

and its not a new tattoo - Torrey had that tattoo back in 2010 too

they are on webstagram - but you might have to look into Torrey's - but she closed her webstragram.
