Luisa did mention that in an interview for season 4 I'm sure. I can't remember how long exactly but she confirmed they've cut down the time because originally it took hours.

Yeah, they have to get the tattoo just right, so I would imagine it can take a while. I also wonder how long it takes to remove it.

I first thought too, that it is from 4x03, but I found it not there.

It is from 3x05 after Emori has told Murphy, that she want to go after her brother and Murphy said "We've talked about this. Otan's with Jaha at camp. Why would you want to go there?"
E: "He's my brother. If there is a chance, I have to try and get him back."
M:"Going after Otan's not a good move. It's not a survivor's move."
E: "Then wait for me. I'll come back."
M: "In this world, when people leave they don't come back."
E: "I did."
M: "Not for me, you didn't, I just so happende to be there.
