I think she will be loyal to both, but she has a stronger connection to Octavia.
Her connection to Clarke on the other side was not so good in Season 5 Hope they can have a better connection in Season 6 again.  I loved it that Clarke has protected Niylah in 5x06 when Gaia came to kill Niylah __________________
