I've noticed Harper not so much in S1 and S2 ... I think I've started liking her since she worked together with Kane and Miller in S3

Same, Sonja. She really had little screentime in the first two seasons, especially season 1 but I'm glad that she's getting more now.

Yep, I first noticed her in season 3. Then I developed this girl crush on Chelsey. Then I wrote Harper a decent-sized part in my fic and a bigger part in my new fic. Now she’s #8 on my favorites list.

I always wondered that too, she seems so sweet and would not do anything bad. Maybe it was standing up for someone else, or something mild like that. Since we know that any crime, small or big, is deemed enough to put them in jail.
