Okay, reading through everyone's responses to my question and it's interesting how everyone has the same answer and the same rationale for the answer.

I do agree that it's canonically clear that Bellamy loves Clarke and vice versa so a kiss would be my choice too. Still not sure if I want it to happen in a quiet vs. heightened moment but in any case, I think angst will happen after the kiss which I'm all for i.e. BC denying their feelings and trying to stay away from each other but it will totally backfire on them etc.
