There are so many reasons why they shouldn't even think of pursuing this, so their hesitations make sense.

add in the fact that they don't know each other. Hayley got glimpses into Elijah through his diaries and observing how he interacts with his family. Also from her interactions with him but there SO MUCH she doesn't know about him. Same goes for Elijah with regards to Hayley.
