If Quinn (from the REACT training) is from LA does that mean she works out of the LA office that we know?
That training already looks questionable with the disappointment of the teammates over Sebastian getting the short straw & being the lead...

The most I recall from this episode is Sebastian working with the REACT teem...

I completely missed the part of Quinn, but maybe she isn't an NCIS agent or not someone who works in LA (or they simply made an error with the script... )

I don't remember the exact definition of the REACT team, if everyone must be an NCIS agent or only someone in NCIS/FBI/ATF etc...

I thought it was the NCIS REACT Team so I took it to mean that where they were saying they came from was just that branch of NCIS. Plus otherwise wouldn't they be saying their agency too? It also could be that they were all the NCIS ones which was why they were paired together. This explanation of the real REACT team doesn't say one way or the other about other agency involvement, but it is a branch of NCIS.

Her line was simply that she is from the LA office. She could easily work out of the LA office that we know about without it being an error . It is implied that there's lots of people who work there, only they're never seen.

Yeah, the official description seems a bit vague too...

Right, the LA office is actually full of agents whom we rarely see... (Like the investigation they pulled of during the mole-arch...)
