I don't remember them being close on the show but it is nice to know that she felt comfortable to go to him if she needed. I feel he is that for a few on the team, past & present

I can imagine Palmer being friends with Ziva (too)... Back in the early seasons Palmer didn't get that much screen time so it's possible that he listened to Ziva a couple of times...
