Back in a 4.01 taping report, there was a chunk of dialogue that got cut about how Leonard and Penny went to a fair and had snow cones and their mouths turned blue. Maybe they got it there.

No, they were broken up. Penny's talking to Sheldon about Amy and how relationships should be about having fun with people and enjoying spending time together instead of just mapping out if they could make overlords. Sheldon says, "What about you and Leonard?" Penny says that their relationship isn't the best example of that. Leonard argues, "Hey, we had good times. Remember when we went to that county fair and those snow cones turned our mouths blue? ... Wasn't that crazy?"

At the time, I was glad it got cut because Penny saying her and Leonard's relationship wasn't a good example of people enjoying spending time together made me sad.

I think she was talking about the fact that it didn't last long. It's proof that they had great times, we have seen that.

They definitely had great times, it was just the fact that Penny was looking back on those times with such sadness that was kind of a bummer to read.
