Oh she wouldn't let him kiss her because it was right after he was feasting on his owner

but definitely she could have kept him cause Carl had a bunch of dogs at the house and it was fine. I bet the kids would have loved having Rusty around. She thinks that just because Rusty went upstairs, he wanted to stay but who will feed him and take care of him
