LOL I know it's been that way for a while. When we first saw pics of it that way in Cabo I believe it had already been tattooed over. Whatever it said when he first got it, he'd already had it tattooed over by the time we first saw it. No way did he actually get it tattooed like that originally.
I'm not saying I don't believe he doesn't have the money to have it removed. He does. However, it's also very painful(moreso than actually getting a tattoo)and can leave an ugly scar. I'm sure he just opted to have the black line put over it.

How come you couldn't say that 15 minutes ago but I'm gonna play devil's advocate and say he's never tatooed over it and it was originally like that because they can get it tatted like that if they wanted. Now, Grits, you don't know for sure if he tatted over it or not

I didn't think I had to....

I know I don't know for sure if he had it tattooed over or not but it seems pretty obvious to me. To each their own, I guess.
