That sounds like a plot from Due South.

Speaking of Due South, I highly recommend Republic of Doyle. It's just a fun Canadian show about a P.I. in St. John's (Newfoundland) and his family. If you need proof to watch it other than weird characters, pretty locales, and just plain old fun: watch it to see them solve a case using fanfiction.

It started over here last year, but I've never watched it (although it does have Victor Garber!)
