Maybe its a Bulletin Board on a website community. We have one here called "Next Door" where you get neighborhood specific information and posts.

It's possibly that gangs of motorbike enthusiasts come out there at night to practice fancy manoeuvres with their bikes which may include jumping from hill to hill and practicing crazy stunts.
