John seemed to really love Olivia, but he had a mission he had to complete. I think it was somewhat the same for Fauxlivia. I think she grew to love Peter - but she wasn't allowed to stay.

It seemed pretty obvious that John was a supporting character from the beginning. It also makes it reasonable that Olivia would not be interested in romantic entanglements for a good part of the series. She was badly hurt by John and so that gave them a reason why she would focus entirely on work and not be involved with any men for the first couple of years.
