They weren't exactly nominated, they are considered for an emmy.

Patty is very right. Even more, if you notice, it's pretty much all series regulars from most shows on the consideration ballot. For example, Chad Michael Murray for OTH, Sarah Lancaster for Chuck, Chyler Leigh for Grey's are also on the list. And TSCC for Best Drama Series, you get the drift...

Do each of the actors have to submit a clip, or does Bad Robot/WB choose that?

I think it's chosen for them, unless it's specified for a particular episode.

I really hope they will get nominated. They all deserve the nomination at least and i would love to see some of them winning the award.

Actually, like I said, ALL series regulars from primetime shows are "considered." If you are a series regular, you're automatically on the ballot.
