Photo shoots are for advertising. Advertising very frequently uses sex appeal. If your show happens to have two very fine looking stars with tons of chemistry, it makes great business sense to feature that in your photos. Plus, it was pretty much hinted from early on that Peter and Olivia would have some romantic involvement - so they capitalized on that as well. Look at some of the photo shoots that were done for The X-Files - they seriously hit the sex appeal button in those.

Since it's pretty obvious there isn't likely to be any sort of romance between any of the principles of Mindhunter, a photo shoot would have to work some other angle. They could do photo shoots with just individual members of the cast that have a sex appeal angle. They can also do a cast group photo that just points out that their stars are beautiful people worth watching.

They had begun a Peter/Olivia/Bolivia love triangle with Henry as the love child of Peter and Bolivia, but dropped it in the season 4 rewrite.

I don't think there's any official word the runtime will be any shorter than the previous season. It's true the season was "trimmed" to 8 episodes but I believe Holt said in an interview that some episodes will be 2 hours long, so the actual runtime will balance itself back out.
