It doesn't make a lot of sense. Netflix also doesn't publish any information on how many viewers shows have - but they don't really have to, since they have no advertisers. The same reason may be why they don't promote - they don't really have to. Their only bottom line is about how many subscribers they have and I assume they have some way of telling if the original shows get and keep subscribers.

Secret City is not a Netflix original. It's from Foxtel in Australia - Netflix just has the rights to stream it. So it's really up to Foxtel and probably the Australian ratings as to whether there is a season 3.
