I suspect it's some sort of strategic thing. Netflix likes to space out their original series so that there aren't too many new ones being released at once. I think they also try to avoid the Fall when the regular networks are starting their new seasons.

The 2019 release for S2 seems to be due to some BTS complications. I can't remember the source but there was an interview where someone said Fincher wanted to go a different direction with S2 at the last minute, and script rewrites were needed which ended up delaying the release by one year.

Yikes, that sucks. Could end up impacting the show negatively. I've seen it happen with a few shows I've watched recently and it doesn't end up good

Yes, that doesn't sound good. Sounds a bit like a diva move on the part of Fincher - and those rarely turn out well.
