He's not just feeling guilt over the things he did as a vampire, he's feeling guilt over the weak, spoiled, immature, cowardly man that he was before he became a vampire.

He also feels particularly guilty for Jenny Calendar, probably because she was Giles' girlfriend and a friend of the gang.

No I think it is miraculous snow sent by the Powers that be. Angel realizes it is a miracle so he is cured.

Yeah, but she also put herself in that situation. She betrayed their trust for her family.

It doesn't matter. You don't murder someone even if they are wrong !
Plus he also knows she regretted it and tried to help in the end. It is why Angelus killed her.
