I agree, IMO Edward was the catalyst for any time of relationship between Jacob and Bella, friendship or otherwise. If Bella hadn't had met Edward, I think she would've left Forks for Florida as soon as Renee gave the okay.

and i disagree with you
it's true that bella only saw jacob as a kid and whatnot, but there always seemed to be a sort of unexplained comfort between the two, it was just always easy for them to be around each other. even though they don't go to the same school, there would be ways for them to run into each other, i mean, charlie and billy are the best of friends, right? jacob already had an inkling of feelings for her in the beginning, he wouldn't just stay away.
i think if he remained persistent (and him being jacob, he would) he would've eventually gotten her attention.
and in this alternative universe, the vampires aren't there so jacob wouldn't turn into a werewolf so voila! no worries about him imprinting on someone else

I agree with you La Tua Cantante but I have a few things to add in response to 4N6 DNA.

(ECLIPSE SPOILERS START HERE!!!)

Firstly in no way did Edward leaving drive Bella to Jacob. He was in her life before Edward left. He visited her at the prom and visited her house a few times with billy. Yes, at the time Bella was too caught up in Edward to take any notice of Jacob but she still considered them friends of sorts. Secondly, it wasn't a catalyst for the relationship to progress either, leastways not on Jacob's part. Bella I believe would have found Jacob attractive and favourable in a relationship if Edward wasn't there. I mean, look at Eclipse, she said it herself. Bella and Jacob always had an affinity with each other. Bella made the choice to see Jacob that day after not talking or seeing anyone (by choice) for months. He is her personal sun, her best friend and he always makes her smile. He's healthy for her. I think you're underestimating their relationship. They love each other, in Eclipse, Bella realises this and sees how beautiful their life together would be. Its a different love to Bella and Edward's love, but in no way does that make it insignificant. So it seems clear to me Edward or no Edward, there would always be something between Bella and Jacob. (even more so without the mythical world)

I don't think many people understand Jacob, or his relationship with Bella, and so, hold the same view as you, which is why they either don't like Jacob or think that him and Bella wouldn't like eachother if Edward hadn't left
