I do like this:
Make new sheet with size 100x100.
Open the pic.
Use select tool to select the part on picture I want on icon.
Copy and paste.
Then I change the size of picture. I have no idea what it's called in english, but I have this box, where I change pic size:

I kinda get it, but i can't select the bit i want as an icon, or change it to 100 X 100 it always goes in a different shape, am i confusing you?
