I really just think that's some of The CW's standard promo music. You can hear a very similar song in this One Tree Hill promo.

You can compare it to the GG promo here.

I think it was actually Rufus singing. Matthew Settle sings in real life, I heard.

I just wanted to say that the Lisa Loeb "Stay" was perfectly placed, with Dan taking Georgina's hand just as the lyrics, "I only hear what I want to," played. Amazing.

I could be wrong, but the voice singing sounds younger than what I'd expect Matthew's to sound like. And they used a band's song for the previous Lincoln Hawk song ("Something Like That" by Tim at the end of 105) so I don't know why they wouldn't do that again. I'd think it might be cheaper to just license a song than hire a song writer and record a song especially for the show, but maybe not. Hopefully we'll find out either way.

ETA: According to the show's music editor the song was 'written by the composers of the show', he didn't have any further details.

^I believe Cham Pain is licensed by the same people that license Classic, Alana D & Miss Eighty 6... DeeTown Entertainment. The odd song by their artists have shown up on soundtracks by for the most part I don't think their music is commercially available.

The singer of this band wrote and sang the song "Piece of Me" which was the song Rufas sang at the end of the episode.

I don't have a link from the show but I'm sure it will be up on youtube eventually. But it is not a cover its and original written song from the band song and wager

I don't know how accurate this info is but Song And Wager is the new name of the band formerly known as Tim (ie. the guys responsible for the first Lincoln Hawk song "Something Like That") so this would make sense. We'll have to keep an eye on their MySpace to see if they put it on their music player.
