I enjoyed their dance together there. I think Steve wasn't really happy for Kelly. I think he's just happy that he has Celeste and not there alone.

I guess he was not really jealous, but he did not like Kelly's relationship with Dylan. He did not believe Dylan was making her happy. One episode earlier he called them "the gloomiest couple"

Yup, that's what I was referring to I think he really did not like what he saw for her birthday. Prior to hooking up with Dylan, Kelly had problems, but she always bounced back and was mainly cheerful. That all changed once she started a thing with Dylan, she was mainly depressed and miserable, and Steve did not like it. That's why he had to ask her if she was happy. It did not seem that way to him (although they were alright around the graduation).

I guess for a while he would have enjoyed two girls fighting over him, like Dylan did, and then he would have chosen Kelly. But not instantly.

I don't know if he'd be that much of a weasel. Hmm maybe.
I'd like to think that he'd do the honourable thing and end things with Celeste.
He did always say that he would take back Kelly if she ever said she was in.
