I'm guessing journalists knew based on Kelly's feelings for Brandon in season one that there would be more to come with their relationship down the line.

Darren Star did say that he reserved this couple in S1 just in case they were in desperate need for a new couple on the show. Turns out they didn't need to use them until end of S4 - probably mainly because Shannen was off the show.

It was a good move. They got together and it was great.

Interestingly enough, I recently read an interview with Kevin Williamson who pretty much stated that Pacey and Joey in Dawson's Creek had a very similar journey... As in, they kissed in season one and one of them caught feelings, but the writers saved the potential of an actual relationship until the later years so that they didn't rush into and ruin it.

Then again, he also said P/J happened due to fan reaction to their chemistry. Kevin himself wanted her with Dawson, but had to go with the majority in the end.
