Well, it's not just the rumors. It's the background, Dee had the "perfect" background written on the show, so turning her into the final cylon wouldn't invite a lot of questions.

There is always the male/female cylon ratio...how logically the last earth cylon should be female. (so far we've got 3 males and 1 female).
