I just realized, the first time Joey and Rachel had a storyline together was with those books in season three. I think it was after Ross and Rachel broke up, the writers had already toyed with Randler and they were thinking about JR. But they didn't really do anything there. Then they did it again in season five, and didn't do anything then either. It's too bad, but I guess it makes sense because the writers had just put Mondler together.

That makes sense, I don't think he's closer to one than the other two.

All the friends have a certain type of special bond with another friend, but it doesn't make them closer to them than the others.
