How exactly does he do this without overloading? Peter kept absorbing power until he was ready to meltdown, but Arthur can just absorb everything in sight?

But Peter didn't want that, and Arthur should't be able to do it, because Peter's ability is natural and not syntetic.

Because he's Peter and Tim Kring lied when he said Peter was his favorite. lol Writing shows so much different.

So Peter can't be that strong but villains like Sylar and Arthur can...

Well, she wasn't meant to do anything other than absorb the Shanti virus and the die, Tia. The virus was supposed to escape and Odessa was to be quarantined, and Maya was gonna be the one to absorb the virus into herself and die, but that plan got scrapped by the writers' strike.
