I think they do. I think they are just trying to figure out the maximin amount they can charge and expect people to pay. As long as people continue to pay the prices will rise. It's when people stop paying that they will settle out to a set amount. Apparently enough people are continuing to pay and that is why the prices keep rising.

that's the sad thing...they know that they can get people to pay and if they raise the prices a few dollars here and there they hope people won't notice as much
