Crowley was not the problem for stale storylines. They just quit writing for him. You have Mark Sheppard on your pay role, you give him something juicy to do.

He had some of the best lines on the show.
 One of my favorite was actually just him saying his name. I loved the part where he's talking to Rowena and he's like "I'm bloody Crowley!" LOVED that!__________________

There was no reason to get rid of Mark to bring in a new guy. There was still tons of stuff we didn't know about Crowley.
