I can see why he did it. You have to be true to yourself. But he had to know he wasn't going to get the answer he wanted, especially when she was just ganged up by Sweets, and then presto, he expresses his feelings. It will instantly confuse her, and sets her back in trying to deny it.
And it leads some awkwardness in the coming days, and weeks. __________________
