Rachel got invited to the Academy and other Spotlight members also got invited: Editor Tom McArdle, producer Michael Sugar, Sound department members Paul Hsu and George Lara and screenwriter Josh Singer

I assume Mark is already a member since he was nominated before.

She was invited as a member, so from now on she is allowed to vote for the Oscars. So she's not specifically invited to attend next year's Oscars, but she is allowed to vote for the nominees and eventually the winners
