I don't think they explicitly showed anything, she probably blackmailed him like she always does.

Actually it seemed more like she had the girl he'd actually slept with call the head of the council and tell her what happened. Because right after Veronica had handed the girl the phone was the scene change and you saw him coming in to clean out his things. I don't think Veronica had to blackmail him, just let the girl reveal the truth

I actually liked this more. She was the puppetmaster in the background and nobody knew it was her doing.

I think she just didn't have the heart to publicly humiliate Susan too. Cause that would have been the result to some degree. And I liked that.

The Hot Dogs scene is awesome though.
