I highly doubt we can even talk about this whole story from the position of storytelling and characters staying true to themselves, it's clear as day that they are using it either to write Callie or Arizona off. Like there is no turning point after it.
I'm also sure that it wasn't planned since the beginning of season and probably something happened BTS.
Maybe that's because Sara donated to Dempsey center after he left? That happened in June last year, filming haven't started yet, but scripts for first episodes were already written. Who knows.
