Voight didn't want his son to go to prison so he tried to bully Casey into changing his statement. He harrassed him and his fiancee, planted drugs on them, threatened them, he even pulled a gun on him etc. At the time he was labelled as a dirty cop and Antonio helped have him caught for this which is why he went to prison. He came back at the end of the season to launch PD and although he was still very much the same, they layered him a bit more. Casey's fiancee was murdered in a fire an Voight solved who murdered her. So I don't know, when I first watched it I thought he was a one dimensional bad guy but now since PD, I'm kind of seeing it more as he was trying to protect his son but went about it terribly. __________________

I agree with what was mentioned so far... he is layered which is amazing for a character, makes it even more interesting seeing the development in the long run of the show.
At first in Chicago Fire I thought he was just an idiot, but kudos to the writers for working it in a way to make him more complex. __________________

And really I think making him more complex makes more sense than trying to label him a reformed cop or even just putting him back in his old ways. He was really just unlikeable before.
