Again, with all due respect I think that the line that pretty much covers his take on the matter is "There's cause for optimism, but not celebration. Yet."
He's just reporting what has been leaked by various sources.
The part you've bolded is merelly one take of those. Just above he's mentioed that someone else was far more restrained in the "Done deal" tude.
His conclusion is the last sentence.

I hope they reach a deal soon. I heard of people traveling to other areas to get work that is not even in their field just because they need the money. It is such a shame

I agree, Michelle. I'm hearing similar stories. People are leaving; families being split apart because people have to search for work elsewhere. I'm surprised that the Governor isn't intervening -- this has got to be putting a huge pinch in the state's revenue. And, there isn't any word that the end is in sight. Maybe that means they are in negotiations -- on the QT -- and will come out with good news soon. I hope so. There just isn't any way to put a good spin on it.

Also, there isn't anything to put Scott out there on the late night show circuit. Timing -- the timing is off. I hope he's working on a new movie project. Sliver of hope is to talk about HBM again -- which should be coming out around April, right? Soccer season for the kids??

That would be great if he went around to promote HBM. It is such a wonderful movie that it should be promoted.

Well Perez never said anything close to what MA did, I think that MA is just continuing his rewording of everyone else's thoughts and/or blogs. Perez made it very clear that there was nothing definite.
