WHat are the responsibilities that come with being a moderator> WHat do they do? What are the qualifications?

Check out the thread Sabrina linked. It's really helpful when you're thinking about applying for modship. It tells you exactly what you need to have in your application. A mod is a leader on a board, so s/he needs to be active on the board and try to lead discussions and watch over the board. Here's what the FAQ says about it:

Becoming a moderator for a specific forum is usually rewarded to users who are particularly helpful and knowledgeable in the subject of the forum they are moderating.
